The largest number of campsites are located on the Atlantic seaboard (Pays de Loire, Brittany and Nouvelle Aquitaine). In 2021, the Vendée will have the most campsites (343), followed by Charente-Maritime (291), Ardèche (266), Finistère (244) and Morbihan (239). The Var (234) and the Hérault (229) in the south on the Mediterranean coast (Occitanie and Provence-Alpes-Côte d'Azur) only came 6th and 7th.

What types of accommodation are available at a campsite?

For a long time now, campsites have been offering more than just pitches for tents and caravans. Mobile homes and chalets are now the main type of accommodation on offer. But you'll also find new types of tourist accommodation that offer a greater change of scenery, including all types of unusual accommodation: lodges, tree houses, yurts, bubbles, etc.

You'll also find special pitches for motorhomes, an increasingly common mode of transport. There are more than 500,000 of them in circulation, with 1.4 million enthusiasts.

What services are available to holidaymakers at a campsite?

Campsite managers focus on the comfort of their guests, and the quality of their facilities has risen sharply in recent years.

The most common service at campsites is WIFI access, which is in demand from all tourists, both French and foreign. Nearly half of all campsites offer a swimming pool, which is often complemented by a range of additional services (spa, hammam, waterslide, etc.). 

Food is also available to holidaymakers in restaurants, bars, snack bars and grocery shops.

Can a campsite be built on agricultural land?

Open-air hotel activities must be carried out on specific sites under town planning law. There are 2 categories under the Town Planning Code: campsites and residential leisure parks. 

Residential leisure parks, which are specifically designed to accommodate light leisure dwellings, mobile leisure homes and caravans, can be open all year round, unlike campsites.

Camping or setting up a campsite is prohibited, unless an exemption is granted, on the seashore, near classified sites, within the perimeter of outstanding heritage sites, within a 200 m radius of water catchment points, etc., and also in areas defined by the Local Urban Planning Scheme (PLU). 

The PLU may include a leisure zone reserved for campsites and residential leisure parks.

If you are regularly hosting more than 20 campers in tents (more than 6 tents or caravans at any one time), you will need planning permission. Planning permission is also required for any extension.

Below this size, however, a prior declaration is required from the local town hall. Minimum sanitary facilities are required.

It is therefore possible to create a campsite on agricultural land for a maximum of 20 campers, and only for tents and caravans, but not for mobile homes or light leisure dwellings. 

Above this capacity or these types of accommodation, you will need to obtain planning permission. We therefore advise you to contact the town planning department of your local council.

How are campsites classified?

In France, campsites are classified from 1 to 5 stars, and this classification is valid for 5 years. In this classification, campsites are classified as : 

  • Seasonal" site, open 2 months a year, with a capacity of 120 pitches and a surface area of 1.5 hectares 
  • Natural area: open for up to 6 months a year, with a maximum capacity of 25 pitches and a surface area of 1 hectare. 
  • Tourist campsites classified as 1 to 5 stars (more than half of the pitches are for rental by the night, week or month) and leisure campsites classified as 1 to 5 stars (more than half of the pitches are for rental by more than one month). 
  • Residential leisure parks (PRL) rated from 1 to 5 stars 
  • Farm or rural campsites

In terms of classification : 

  • 18% unclassified campsites
  • 5% rated 1 star
  • 24% rated 2 stars
  • 33% 3-star campsites
  • 17% rated 4 stars
  • 3% 5 stars

The 1,400 campsites rated 4 and 5 stars account for 37.5% of pitches, with an average capacity of 230 pitches.

How much does it cost to buy a campsite?

Prices vary according to size, location and available infrastructure. Sellers often offer expert advice on how best to estimate the value of these tourist gems. Some plots even offer conversion or development possibilities, ideal for buyers looking for exceptional exclusivity. There is no shortage of opportunities to buy back land and include accommodation, making day-to-day management easier for new owners. The value of the business is usually calculated as a multiple of sales. Banks believe that the valuation should not exceed 4 times turnover, but asking prices are often much higher. And this figure can rise sharply depending on the location (less than a kilometre from the beach, etc.).

The value of the property (land and premises) is also often set at a multiple of the rental value. 

When it comes to financing your future campsite, you'll need to have a relatively high level of self-financing (often between 30% and 50%), as it will be very difficult to obtain full bank financing.
